I received a letter from Buffalo consulate that my permanent residence application is rejected since I didn't provide my passport within 60 days of a letter requesting for the same. However I didn't receive any letter from the consulate before. I suspect a mail delivery issue. Could someone advise what are my options to reopen my case and to provide documents for getting PR?

Contact Buffalo immediately by fax and case specific email stating that you never received the letter for the PPR or the Email (check your spam folder) and confirm they have the correct address.

I would suggest that you write an email explaining the above situation to CHC Buffalo ASAP and request them to reopen your case
Pls also provide the required documents as well
