There's a field for "Immigration Office Request for Processing this Application"

I know all applications now go to Sydney, NS. But which Visa office should I suggest? I reside in Caracas, Venezuela. Can I request for it to be processed in the pilot office in Ottawa (I've read it's super fast)? Does it have to be my home country?

It must be your country of citizenship or country where you are residing if you have been legally admitted for 1 year.  Since you are living in Venezuela you must choose that country.  CIO will decide if they are going to stream it to Ottawa.  It is an internal decision, not one you can request.
