Hi here is summary of my qualifications:
1. MS in computer sci in USA, worked on OPT for 1 yr and , currently on h1b as software programmer (2 and half yrs on h1b).
2. My bachelors is marine biology (16 yrs course work) and I had 3 yrs of work experience in last 10 yrs as biologist, pathologist in India.

Now I heard the immigration for software specialists is closed. So Can I apply for immigration based on my biological science background and work experince?? WIll it diminish chances of getting immigration because RIght now I am working as IT professional?? WHat exactly they will look? what is the purpose of immigration??

Hi, Follow the Below and you will know where you stand.

Have posted this elsewhere as well.. But go through it..

First go to this site and see if your Job is given in the List, if it is NOT there, you are not elligible to apply as Federal Skilled worker. But can only apply if you have a Job offer from Canada:
www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp

IF your Job is in the List, then check the below website and see if you have performed 70-80% of the given duties of that particular Job, enter the code you picked from the above List (that represents your job) and enter in the search:
http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Welcome.aspx

IF you are elligible, then Download and read this guide:
http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf

Then take a Test to see if you make the 67 Points:
http://www.cic.gc.ca/english/immigrate/skilled/assess/Education.asp

Then see the Check List for Documents, you have to Complete (as much as possible) what is give in it:

AM I eligibal for Quebec immigration.

Details are given below.

Name:- vishal
Age:- 30
Education:- 10+2+3(BCa;- Bachelor of computer application)
Experiance:- 8 years
French Level:- A1 & A2 completed.Preparing for B1.
Ielts Completed :- 5.5 bands
I have 1 two years old child.

My wife details are given  below

Age:- 26
education:- 10+2+3(BA;- Bachelor of Arts)
She has completed French level A1.and preparing for A2.
