Hi,
I am an international student. I am in doing masters in engineering from McGill university.. I have planned to start my PhD here at McGill from Jan 2010. But, my problem is that I would not be getting the Masters degree. I don't know french either. I have more than 1 but less than 2 years of work experience (not in canada). I have my aunt living here in canada but not in Quebec. Can anybody please advice me when to apply for the immigration and for which one - for Quebec or for Federal. When I evaluate myself for immigration quebec, I dont qualify for that (except if I claim basic level of french in all categories). And for federal I get 68 points (if I claim HIGH level of English and basic level of french in all categories - reading, writing, listening, speaking- which although is not the case at present).
