immigrating to canada as skilled worker : photographer NOC 5221

hello
i have a bit of "particular" situation which i will try to summarize briefly:
me and my girlfriend want to move to canada for work, i am an italian professional freelance photographer and she is a philipina citizen, currently in London, UK UNTIL MAY 2011 under a student visa for completing her studies. i DO not have an university degree when it comes to my completed studies, i have taken several professional courses for further develop my profession of photographer and i do have several years of experience in photography work worldwide on my shoulders which works OK as far as i can read online on the immigration website. my girlfriend instead has a degree in psychology and has taken also some extra courses for the "caregiver" program which is OK with Canada too.
so my understanding is that for moving to Canada as a skilled worker, you need to have an "X" amount of academic qualifications and/or an "X" amount of years of experience and also to have a "real" job offer from a canadian employer, which also makes sense.
i have taken myself the
eligibility
tool and the
self-assessment test
and i passed both although i am not sure how "accurate and real" they are.
now, my question is this
: (given that we both find a good full time job proposal in Canada) SINCE i am italian and my girlfriend is filipina, would we have to submit the documentation me from italy and she from UK since she is right now in London, UK until may 2011? or because she is filipina she would have to submit the documentation from her home country??? or would that depend by when she submits it? if it's before her UK student visa expires, then she does it from UK otherwis from philippnes??
it would be much easier if we can submit the documentation from the same office of course.
finally, if we
DO NOT have a solid work proposal
to work in Canada, what are the chances to be accepted as skilled worker? with the hypothesis to "be on the lookout for work" when in Canada.
many thanks
