I am applying for PR under Federal skilled class. While filling out form IMM5669E for my wife, whose F1 and F2 petition (US) was rejected earlier this year, I got stuck on question 6(d) and 6(e) where they ask if she had been refused visitor or temporary residence or admission to any country. Should I fill yes or No for this question? Does a student visa comes under visitor or temporary residence class?

I am working in US and just converted my F1 to an H1b recently. My wife was also working on H1b but since her project got over, she went to India and then wanted to study further while living with me here. No official reason was given for denying visa.

I'm in a dilemma.
