yeah, but i don't know why the UAE Canadian Embassy gave him for sponsorship application. I included him in my application for family members, i'm here in Canada and he is in dubai.
Lots of the forms are generic and used for many classes. Are you sure they gave him a kit for those being sponsored? The Application for PR, Additional Family Information Form and Schedule 1/Background Declaration are all he should have. And since he's living in the UAE, then Abu Dhabi should process it.
