IMM 5406 - SRS AINP H1B category - What should dependent fill?

Form IMM 5406 needs to be filled by applicants and dependents as well. But as I see in the form, Every section will be same for except for signature. Please correct me if my understand is wrong.

You and your spouse has to fill the application

For example if you are filling the application then you are the Applicant and you have to fill your family details.
When your spouse is filling the same application then he/she would be the applicant and he/she has to fill the his/her family details.

Before sending the filled documents to Alberta, check the current version of the online documents with what you have downloaded and filled.
