If Want Landing fee its mean Visa Conform?

Dear Expert,
I applied September 2006 and March 2010 cic Singapore want to me and i send Landing fee. now waiting for Medical.Can you tell me any body When they want to Landing fee? so its means my file they accept ?so now medical is ok then i got visa?Please Tell me all the Adviser.

Yes you can consider that your applicationaccepted till this stage. If medical is completed and passed there will be passport request.
