To get their Canadian Visa and then back out, would it then become harder for that someone to get a new visa at a later time?

No - it shouldn't be harder.

The only exception I can think of is if they applied for a stream with specific requirements/qualifications (e.g. FSW) and those requirements/qualifications later changed. For example, IT used to be an accepted occupation for FSW list but isn't any more.
