I had applied back in 2002 and my application was turned due as i was short of just 3 points. Now if i apply again, how likely is it that my fresh applications would be cross checked with the previously submitted documents. Is there any column in the fresh application form where we need to show whether we have applied earlier.

Is there any column in the fresh application form where we need to show whether we have applied earlier. Yes. You will be required to disclose whether you had previously applied. They will have a record of your application on file hence it will be better to come out clean. Your old application will in no way affect your new application if you do qualify.

Actually I came across an applicant who ran two applications, the first one was submitted years ago while the 2nd one was submitted under NOC category. He didn't mention about his 1st application (which is still active at his local VO).

It could be because his 1st application didn't get in the records of CIO and remained at VO level only.
He got the visa on the basis of 2nd application but he also strongly advise not to HIDE any info.

He feels that he was just luck that he got through without any glitches but it's actually unethical if an applicant hides or alters any asked info.

So better be fair and truthful.

schedule 1 background/declaration , under section 9, 3rd item, that's probably the closest part of the form where u can actually disclose ur info, then u can provide details at the end of last item .

Yes, that's the place to ascertain ones truthfulness and integrity.

At the end, whatever we get is steered by what choice we made before..!!

Hasni, it is good to declare all the previous application information. This is I.T. era we are talking about therefore nothing is hidden from computers. When they do background checks, they do check one's refusals and previous applications as well. If they found out later and you didn't mention it than it might be too late for you. It's always good to be on the safe side.
