If a person is refused refugee status in the US - ie have a valid reason but for instance applied after the alloted time in the US - will that have an effect on the person's application for refugee status in Canada? the person is from Zambia. Thanks for your responses.

No, under the Safe Third Country, s/he cannot apply in Canada.  See: http://www.cic.gc.ca/english/about/laws-policy/menu-safethird.asp#exceptions
