If I am asked for an interview, will it be in Buffalo where the application was sent to, or will it be in Seattle (I live in Portland, Oregon, USA)

Most likely u have to go to buffalo to do the interview....

It depends on the visa specific form for Buffalo as you choose your desired interview office, please read http://www.cic.gc.ca/english/pdf/kits/guides/E37048.pdf  No. 14
