if denied TRV in new york, do i need to apply there again?

I got denied a TRV in New York for a few reasons basically for lack of supporting documents. Now I will be in buffalo in the next weeks and I want to try to apply again for a TRV. My question is do I have to apply again at the same place that denied me the first time?

Whats your status in USA ? what supporting documents you did not provided ? if u did provided what u provided ? what about bank balance ? how much

Here were the reasons for the denial

1) Immigration status
I only sent my last i-20. I assume that was the reason for it. I also forgot to submit my I-94 and all previous I-20

2)Travel history
I sent my latest passport and I forgot to send my old passport that had my first us visa

3) He beleives I will not leave canada
On my application I did not put the adress of my contact nor did I submit plane ticket reservations
