When I got my receipt from CIC Nova Scotia, they sent an email plus this link
http://www.cic.gc.ca/english/information/applications/skilled-mission.asp
scroll down to my visa office Sydney, Australia..then under proof of language it clearly states "from an approved language testing organization"..
Only follow the rules....
