Dear,
I am a specialist doctor (specialist physician) from India, applying for permanent residentship to Canada. I took IELTS and got listening: 6.5, speaking: 6.5, writing 5.5 and reading 4.5. Please any one could advice that this score is sufficient. In addition, this academic year, specialist physician cap is reached, so should I wait for till next academic year or I can send now. Kindly advice me in this regard at the earliest for which act of kindness of yours I would be grateful to you.

You have to wait until the cap is reset to send in your application. If you send in your application now, it will be returned to you unprocessed.

Yes your's scores are good and advice is same for you to wait for the next cap.
