Is this acceptable by CIC? Please confirm. I know my speaking scrore is less, please confirm

There is no such acceptability by CIC. If it adds up to your case points and help you reach 67 points or more then its good.

You get 14 points.
All IELTS scores are accepted by CIO or CHC. In theory the  purpose is to see if you are getting 67 points or not but practically they will want to see if you can minimally communicate in Canada or not.

Your score looks good for both purposes
