IELTS results urgent

I am applying for canadian immigration and my application will be ready this week. IS it possible that i send my application first and then send my ielts results when they become available?
plz let me know

No - you can't send your application without IELTS. If you do, your application will be returned to you as incomplete.

Before 2008 that was legally. Everyone can send all documents without IELTS certification but while laws changed all application should have a certificate which proof English ability.
