Plumber is skill level B, so read the requirements for Skill Level B.

there is no hard and fixed requirements for any particular category. ielts is required for immigration and settlement in canada. a good band in ielts always helps toward your application. also it depends how many points you need from ielts itself (10,12,14,16) to reach pass mark 67.

wxys - yes, OK, I was thinking CEC instead of skilled worker,  you're right.
