I have a score of 6 in IELTS. Is there any way with which i can get addmission in Master's program in Electrical Engineer in Canada. Is there any way like in Australia they offer ELICOS if your IELTS score is not up to the mark.

Of course, if ur academic record is good enough, you may get admission. Unis do have option to let you improve english later.

I am a BS Telecommunication Engineer (4 years) with three years of experience. I have also just started Masters in my own country(part time) but i want to do masters from Canada because I keep on hearing from people living in Canada that employers in Canada don't value graduates from other countries. I have IELTS 6 band but not with straight 6.
Kindly if you know any way to enroll me in.
Kindly if you can send me names of some universities which offer admission on low Ielts or if they offer some short course to cover IELTS.

U can try unis that are less popular, such as Uni of Lethbridge, Uni of Victoria, Brock Uni, Dalhouise uni. those less popular ones, those great and good ones, especially the tier 1 ones will not grant any exemptions and not grant admission if yr Ilets or Toefl scores are not up to standard.

Have u seen Macleans ranking of Canadian graduate schools. http://oncampus.macleans.ca/education/rankings/     Just browse through few unis, see FAQ section. Most unis do post min ILETS and TOEFL scores. You can also ask for avg. scores by email. Some unis do reveal that info.
Moreover, graduate admission is based on a whole impression of applicant not just on its ILETS score. So if u have good past academic record and work experience, ILETS score may not hurt u a lot.

what are The minimum requirement for PR for study visa in canada ? i mean in 2years masters program should i get PR or 1year masters program is able enough to get PR in canada
