I Need to know when i got my file no. 71 points were given(16 Points for language ability). But as i got 6 band scores (ie. 9 points) in IELTS. Is the language ability points being deducted from 16 to 9 points after sending the documents. means would the total score be 64 points or will it remain 71 points. What role does IELTS test result play in migration.

The maximum you can get for one official language is 16, you claimed 16, but IELTS results give you 9, so CHC gives you 9/16.  If it takes you below 67 you will be refused.
