There is no minimum for old rules. You need to have 67 points and that is all.But for new applicants after 1.july there will be minimum score for each NOC category.

You are going to an English/ French speaking country and do not think of minimum ability, as Original Proof of English/ French is required, to see whether the applicant has high/ moderate/ basic/ or no  level in English skills.
Imagine that you are applying under NON which is a highly professional profession, the Visa Office won't look for basic or moderate English level but for High level of all four skill in English/ French.

Speaking         Listening       Reading (General Training)      Writing (General Training)  LEVEL
First official language:4
Second official language: 2         6.5 - 9.0        7.5 - 9.0         6.5 - 9.0                            6.5 - 9.0                        HIGH
Either official language:2            5.5 - 6.0        5.5 – 7.0         5.0 - 6.0                            5.5 - 6.0                        MODERATE
Either official language:
1 (maximum of 2)                     4.0 – 5.0         4.5 – 5.0         3.5 - 4.5                            4.0 – 5.0                       BASIC
0                                           Less than 4.0   Less than 4.5  Less than 3.5                      Less than 4.0                 NO

Thanks

there are no minimum level or such a requirements
If you have competible score to your profession
for example if you are teacher than you require good score but if you
are cook/cheff you required bil less
