IELTS & French language exam is mandatory ?

For securing skilled worker visa with province one still need to appear for IELTS exam; if his / her mother tongue is non-english but still graduation is in English ? Like someone like us from India; we are graduated in English language; still we need to appear for IELTS exam ?
Also one should have appeared & cleared French language exam at which phase of the process ?

Please check the CIC website........... If CIC has mentioned the need for IELTS then you have no choice.

PNP doesn't always require IELTS. Check with the requirements of the province and which class under PNP you are applying under. If it does say you require IELTS, there is no avoiding it.

For french language exam, which exam or level advised to secure language skills points ?

For skilled worker, you need TEF. Your points depend on your score. For PNP, I don't know if you get any points for French. As I said before, PNP doesn't always require language exams but the skilled worker program does.
