IELTS Bands Query

I have scored Overall Band of 5.5 (L=6, R=4.5, W=5.5, S=6) in "IELTS Academic" Test given on 21st Nov 2009 will some please advice am I eligible to apply under Canada's Genera Immigration FSW (I fullfill all other critera like study, work experience, Adaptability etc)
