My partner's daughter (non-accompanying) is just a baby and has no photo ID, just a birth certificate from the civil registrar which does no bear a photo.
We don't think it's possible to get her daughter photo ID.

Is this going to be a problem?

A birth certificate would be enough for the child. It is a general rule to include the photo ID, whereas  the children get consideration.
