I REICIVED 2ND AOR FROM LONDON
DIFFERENT NUMBER FILE WHAT THIS MEAN?

Yes . this is very normal. The visa office creates another B file number (related to this specific visa office) when it receive your application.

maybe they refuse me case before 2nd aor? or always the refuse happen after 2nd aor?
