Nope, you have 120 days to submit a COMPLETE application.  CIC/CHC will make a decision on the information that you have submitted.

No, You can't send documents seperately. If you send, they will return back to you.
SO, better you collect you documents with in 120 days and then only send.

No you can not... You have to submit full application package including ALL documents.

Earlier (Till Sep 2009), they were allowing an extension for IELTS but even for that they required a IELTS registration slip however, my consultant just informed me that NOW they are allowing any extension in time for submitting full docs
