First quetion I just discovered that the only way i can sponsor him is if i apply in jamaica according to immigroup.If he is not here i cant apply from canada

Can I file the Canadian Sponsorship Application here in Canada?
In order for you to submit your application from within Canada, both you and your spouse must be present in Canada. Please note that if you apply from within Canada, you may not appeal any negative decisions made on your case by Citizenship and Immigration Canada.

is this true?

He didnt get throught the tourist visa, he was to poor to prove substainable income, hence he cant come to canada.

if so how long will the application take? how much will it cost? were will be the immigration appoiments take place?

also i have dual citizenship
im colombian canadian
i plan to take my birth certificate
a translated notarized copy of my birth certificate
my medicare card
my canadian passport
my canadian citizeship card
my colombian passport
my colombian citizenship card


do you actually think ill have any trouble for the dual citizeship status?
do i need anything else?

You should get married first and then sponor him. You will not have a problem with your dual citizenship, but remember you will have to show alot of proof for you relationship. Proofs like pics, emails,phone bills, and anything relevant to his case. However sponoring him outside is quicker,but he can still live with you in canada while you are sponsoring him. The process in Jamaica is taking from 12-15 months, yes , you can not appeal the process in Canada. The cost is on the immigration site. Good luck.

You need to swear a certificate of eligibility to marry, in front of a Canadian consul -- probably at the embassy in Jamaica.

You can research the details first in the Canadian embassy website in Jamaica, and then (for certainty) at the appropriate Jamaican authority in Jamaica. Perhaps the Canadian embassy website will mention how to reach the Jamaican authority, but usually Canada leaves it to you to find the appropriate authority.  Your "betrothed" might be able to help in Jamaica.
