Hello: I have been trying to hire a cashier for some time with no luck. Now I meet a woman who is a foreign worker. She is unemployed and looking for work
I want to hire her.I have placed an advertisement for two weeks and have filled out the application for LMO.My big question is...Can I include this foreign worker information and send a signed contract with my LMO? Shall I send all the paperwork with my application,or should I just apply for the LMO and fill in her information at a later date?

These links may help you with some of the requirements:
http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/lmo_irpr.shtml
http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/temp_assessment.shtml
but if you need more information you should contact Service Canada.  You should give the information of the woman you want to hire on the LMO application form.

Thank You Leon
I will forward All the information then with the LMO application.
Also, this woamn's work visa expired on August 26,2011.We have each been in contact with a foreign worker agency. The one I spoke with tells me that I should use her agency because it will take 5-6 months otherwise for me to process this on my own.She is willing to process this LMO for a huge fee.
The agency this woman spoke to tells her she must apply for a restoration and that she needs to use That agency because her permit has expired. And the cost is huge
Does this foreign worker need to apply for a restoration??
Can you also tell me about the work permit program.Does this mean that this woman may apply for a work permit, therefore freeing her up to take a job of her choice instead of having to sign a contract with an employer? If she had a work permit, applied for by herself, could she take any job she wishes? That would be nice.

1.  Yes, once she gets an approved LMO she will have to apply for restoration within 90 days of her status expiring.  It is unlikely though that you will get an approval for the LMO before her 90 days runs out.
2.  You can do the same thing that any agency can do, they just want your money.
3.  No matter who submits the application the processing time is the same.
