I need help about our application. Thanks!

It's about our application status for a permanent residence in Canada, my mom is a caregiver, we received our first letter from the Canadian Embassy, September of 2008, and the last letter we received was last May 16 2010, its been 15 months and then until now we didn't receive any letter from them. I just want to ask how long will it take for us to received a confirmation that our application is already done and we are about to take a medical exams.

I think it is now normal to this embassy for the delayed of our aplication specially if our documents are not complete or they ask some documents and yet we didin't send it on time...
I just visit the embassy this morning in Makati then I fill up the follow up application form..I request you to do the same..
