Ok,

Well me and my wife are almost done with the whole sponsor thing. In 15 working days my wife will get her visa. I asked my parents to send me my Certificate of selection from Quebec ( Certificate de selection du Quebec ). Someone told me its very important that my wife have this with her when she comes in canada, she must have it when she comes out of the plane, if not she will be sent back to her country.

So here is my problem, my parents sent that Certificate ( the original ) through normal mail, its been 2 months and a half! We got no idea where it is, can't get mail company to help us. What do we do ? Thanks if you can help us!

So your parents did not order delivery confirmation when they sent it? Which "mail company" did they use? You might want to clarify what really happened there first....

As she had her PPR and is just waiting for the visa and to land, I think you might want to hold off on her landing until you write to MICC and explain the situation. They should send you a certificate which serves as an original CSQ. Normally the border agents would be fine seeing a copy of the CSQ but seeing as you have no original and no copy (couldn't you have asked your parents to make several copies before they popped it in the mail?), that's not possible.

Let me know how it goes.

Get on the phone with MICC a.s.a.p. I know my CSQ came with a letter telling me to be careful with it, because they're not in the practice of replacing them. You're going to want to talk to someone immediately about what can be done.

You should probably still get in touch with MICC and ask if you'll be able to use the copies for her health insurance and other government services, or if she'll need a replacement. She should apply for health insurance soon after she lands, since there's a 3 mth waiting period before she can use it.

The CSQ is only one page. Anyway, you can use the copy to land but eventually you will need the original (has a signature in blue pen) for the Quebec provincial medical insurance (RAMQ, also called "la carte soleil" for the card you get), so contact MICC and they should send you a certificate that acts as a replacement. No idea whether they'll be happy with the copy or not as far as signing up for free French classes goes.

You only need your CSQ number to sign up for French classes online, so I would assume a photocopy would be acceptable if signing up in person. They just need the number to verify your CSQ status.
