Did they asked you full documents? if yes then when?

dear friends ,
i need some one to help me .i had applied in 12-2005 as a skilled worker in Cairo office .my file was updated in 2-2010.my brother in law (husband brother )has received his Canadian pr in 12-2007.i received a refusal letter in 14-9-2010.i got only 63 point in the assessment   .
the assessor assessment is
              Points assessed   Maximum possible
AGE                         10                             10
EDUCATION                   20                      25
LANGUAGE               8                     24
EXPERIENCE            21                     21
ADAPTABILITY            4                      10
Arranged employment      0                     10
TOTAL                       63                      100


If you please I like bring to your attention:

as you see the assessor dose not add the five points for the relative in Canada according to  the rules of the immigration at the site of the cic.i send an inquiry to the office in 14-9-2010  and followed by another on in 19-9-2010 but until now i did not receive any reply .i do not know what to do .thanx for your help

Irrespective of when you apply or applied , CIC is very clear that you need to have the required CIC points at the time of application. That is what the self assessment is for and based on that if the points you score , meet or are better than the required points , then you send in an application. I believe that is where your 1st AOR comes into play. Once you get an AOR , your file is locked against the rules relevant to that time period and no matter what changes are brought about for better or worse , you are not affected. When your file is eventually assessed it will be done against the conditions relevant at the time of the AOR and not what is in effect at present. Whatever new rules come into play after that date will not affect your application. Under the old system , at least with my 1st AOR  , the letter stated that there was a big waiting queue and that my file would not be assessed for years. i was given the option to withdraw if i wished and get a refund back.

I certainly agree with you that there is nothing more frustrating for us in the old system to have waited so long to be suddenly told now "sorry but your application is rejected".

If your sister has a PR now then you should go for a fresh application where your chances are good enough. Other wise, improve your language score which should put in you right place. All your other factors seems to be very positive.
