   I'm a new member here, I'd like to know if there are provincial nominee programs in Canada and what parts of Canada still are still opening this program???

Would you mind if you help me to find official sites about PNP in Canada?

I'm Iraqi refugee and I've lived in Egypt more than 10 months till now, and I'm without job here (Egypt), however, I was working in Iraq for 2 and half years is that qualified me to get the requirements of immigrations or not???

You are going to have do a little work yourself.  Go to www.cic.gc.ca and read http://www.cic.gc.ca/english/immigrate/provincial/index.asp  the requirement for PNPs are there.
