pls advice what this mean

i think u sent them an enquiry regarding ur case

and they answer u that ur case may be in process or will start to process it soon , till this time you have to wait and they contact u when they finished the process  or when they need some additional information related to ur case .

that's all

sure in process? or maybe still not open the file?

i want ask question , can i re apply for ielts exam or too late, as i,m afraid to refuse my file acording to low score for ielts, but i,m afraid same time that officer already opne my file and i go for ielts for nothing

u have idea?

I believe even if you have low IELTS score, but you must be having overall score 67 or more. So, visa office may not decline your application without giving you a chance to provide better IELTS score. Should you wait ? - No, you can have 1 or more attempts for better score without waiting for VO & grace period given by VO and send them when asked.
You can check your CAIPS also, to know case detail (optional). But If I were you I would have definitely attended for IELTS exam for better score.

you meant, less money, no money & bad situation...
that's understandable, but if you really think you can do well in Canada, then you should try for IELTS.
If you have family/friend in Canada, ask them to apply for CAIPS notes for you (will cost CAD5 to them).
