Here are CIC's instructions to report fraud.

http://www.cic.gc.ca/english/information/protection/fraud/report.asp

Is the consultant you used registered with the Canadian Society of Immigration Consultants?  If yes, make a complaint about them through their Complaints department.

https://www.csic-scci.ca/content/complaint_process

DO IT!  You seem motivated to never let this happen to someone else.  Don't listen to anyone who tells you not to move forward in the complaint process.

I hope you get all your money back from this consultant.

But you must also accept a certain level of naivity of your part. No Canadian employer will offer someone a job having never ever spoken to them. Even with a full telephone interview, most employers will want a face to face interview (possibly even several face to face interviews) before offering a position to anyone.

If you're prepared to arrange interviews and do a trip to attend the interviews you may have a chance of getting a job offer - but the real trick is finding an employer willing to wait 12+ months for you to get PR via AEO, and getting that approved by HRDSC (proving they cannot find a Canadian to do the job etc). Getting a TWP with LMO and working in Canada whilst applying is also a possibility, but once again the trick is finding an employer prepared to undergo the hassle of securing the LMO.

Frens,

My Job Offer has been rejected by Service Canada as it was fake. My consultant was Se*n Immigration. Please don't deal with this guy. Alltogether I will say don't deal in AEO as Canadian authorities are too strick now a days.

Regards

Its really shocking.

The Canadian Society of Immigration Consultants (CSIC) is NO longer the legal regulator of Canadian immigration consultants.  If you have a complaint about an immigration consultant, send it to the Immigration Consulants of Canada Regulatory Council (ICCRC).  Here is the link:

http://www.iccrc-crcic.ca/public/complaintsDiscipline.cfm

Check to see if your consultant is on the Full Member or Transitional Member list.  ONLY consultants listed in either category are authorized to represent people for matters pertaining to Canadian Immigration.
