My husband's case here in the U.S. is on appeal. His motion for a stay was denied which means he will have to leave the country while they are deciding his appeal.  Can he go to Canada on a visitor's visa in the meantime? He has plenty of family there. From what I've read on Canada's immigration website, it sounds like he can only apply if he already has lawful status in the U.S. Am I understanding this right?

Yes, you are right. Your husband can only apply for a visitor's visa to Canada if he has lawful status in the country he is applying from, in his case the US and then even if he has lawful status, there is no guarantee that he will be granted visitor visa.
