Dear friends,

We applied for mother in low immigration under humanitarian stream in the August 2011.
We received refusal one week ago with no explanation. She was living with us also before our immigration to Canada, and has no place to go back.
Could you please give your advice how can we contact immigration officer to support her stay with us in Canada?

Too late, the application is refused.  There is leave to Appeal to the Federal court, if an error is made in law.  Also I think the response from CHC/CIC and the courts will be (harsh though it is) is that you made the decision to emigrate, knowing your mother would be left behind.

PMM makes a good point. Any particular reason you did not sponsor her instead or include her as a dependant on your application? There is also the supervisa alternative.

It is not possible to include a parent as a dependant on your application. 

As for sponsoring, they are closed for parents sponsorship for the next 2 years but the supervisa might be an alternative.  However, you need to meet income requirements for super visa so if you haven't been in Canada long enough to show that your yearly income will suffice to support family + mom, you have a problem.

When immigrating, knowing that you can not bring mom, knowing that you can not sponsor for a few years, you already knew that you would have to leave mom behind for some time if you wanted to immigrate.

I think the chances that a super visa will be approved for your mother are extremely low. To be approved, she must demonstrate strong ties to her home country. By filing an H&C stream application, she has already demonstrated that she has extremely weak ties to her home country and very strong ties to Canada. You can still try - but be prepared for a refusal.

I skipped through it pretty fast.  I saw it says: You must send your application to the Canadian visa office in the country or region where you live. but it doesn't actually say that you can't be in Canada when you do that.  Not that I saw anyway.
