Humanitarian and compassionate reasons program police check

Hello! I am waiting for my refugee hearing and wanted to apply for Humanitarian and compassionate reasons program at the same time. The thing is that on a document checklist it is required to send police check. I cannot leave Canada but our police only give such documents in person. I would need to contact the embassy or try to get a refusal letter from police authorities in my country which can take a lot of time!I was wondering if I can apply for the program without police check and send it later?Thank you very much for any help or sharing you experience in applying for this program.
