Does anyone know of how to apply for an outland PR visa on Humanitarian and Compassionate grounds and not inland? I only found information on applying in Canada.

I think the applicant first has to be recognized as a member of the family class, so if your husband's application is rejected because they don't believe your relationship is genuine, a H & C app won't work.

To my knowledge, there is no outland Humanitarian and Compassionate process.  The only time that H&C factors into an outland process is if there is a refusal and a subsequent appeal.  An appeal can be allowed under H&C discretion.

Married 9'06, ap sent 3'07 & refused in 1'08 due to inadmissible son.  Won appeal 1'10.  Back in process 4'10, new meds req 5'10 - submitted in June.  New FBI submitted 8'10  Approved 30Nov2010! COPR recd 05Jan2011. LANDED 31Jan2011 YAY!

No, not on it's own.  You can ask for H&C considerations in conjunction with another outland application but as canadianwoman said, you must be first deemed a member of the FC for them to be given weight.

I am under a removal order, but I have 2 children (dual citizens)?
I am hoping to submit an OUTLAND PR, under the H & C class
My would have been sponsor has left me, and she is the person who rang CBSA to tell them i was an overstay....
It is the only option i think i have, as being from Ireland, a PRRA is very slim. 
My grounds: cruel and unusual punishment (being separated from my children)
and sending a recovering alcholic back to ireland (a huge drinking culture)

Not a hope in hell for the PRAA.  You submit the overseas sponsorship application in the family class and ASK for H&C considerations.

Unfortunately you can't. Family class means you have a qualifying sponsor.

Can you qualify under one of the economic classes?  Either FSW or PNP (skilled job offer?)?
