HRDC approval letter

hi,
I am planning to file the case for candian immigration as software engineer. and have job offcer from Canada.
Some one told me that HRDC approval is not required for IT professionals, only job offer letter in quite enough.
could any body tell me either HRDC approval is required or not.

For some PNP programs with other conditions ,otherwise Its mandatory to have HRDC approval.
