how You know that Your file was transferred to local consul?

is the same like Regional Program Center? or  when or receive letter with that information "Your file was transferred to local consul"

please advice me

You recieve a letter from CIC with this information.

you can also see it in your e-cas status. that is if you already have file number

I have not received the actual letter, but I came to know from the e-Cas status that my file has been transferred to the New York office. The actual message reads like this:

"We started processing your application on June 23, 2009.

We transferred your application to the New York office on July 28, 2009. The New York office may contact you."
