If you want to reach the 67 points and apply as a skilled worker and you are in Egypt, the average processing time in Cairo is 42 months, see http://www.cic.gc.ca/english/information/times/international/02a-skilled-fed.asp#africa  You can do that application but also try to get to Canada faster by trying to get a job offer and temporary work permit, see http://www.jobbank.gc.ca/ or http://www.monster.ca/ or http://www.workopolis.com/

As an engineer, you will need to get certified in Canada.  You can find out how to do that at http://www.engineerscanada.ca/e/imm_incanada_1.cfm
