How to send original transcripts !!

Dear friends,
My original transcripts are attedted by Ministry of Foreign Affairs, who would only do the attestation once the UGC (University Grants Commission which is a governmental body authorised to verify and attest the degrees and transcripts) verifies them. Thus my transcripts are having attestation stamps of both UGC and MOFA.
Question:
1.Can i send my original transcripts as it is !
2.Should i enclose my original transcripts in a university sealed envelop and then send. I happen to have a uni sealed envelop with me.
3.Should i apply to university for new transcripts which university should verify (putting a verified stamp on the back) and then enclose in a univesity sealed envelop which i should send.

Please come up with a suitable suggestion.Thanks

First of all its HEC (higher Education Commission) and not UGC. Their name is changed I think. Put your attested original transcripts in University envelope and ask the university officials to stamp the sealed envelope so it will be called university sealed envelope.
