how to pay the receiver general for canad

I am form Croatia and  I can not pay the receiver general for canada  in a our croatian banks because they say that are need bank account  of "the receiver general for canada" to do that money transfer.

Please send me a bank account on wich I can pay "the receiver general for canada".

Can you get a bank draft or international money order and then mailed it to the relevant Canadian government?
