You can submit it later. Don't waste your time waiting for it. Apply ASAP and if everything goes fine then they will request for PCC from your VO.

You can apply it through the passport office also. They already have all the records.

its always better to submit all the papers being asked to avoid further delays
PCC from passport office u can obtain it in just one day but u need to make sure which PCC is required coz I just submit papers for my father immigration we were specifically asked PCC from local police station or SP office. if you need that PCC it will easily take 15-20 business days. depending on the local SHO.

Well not really...it was a must with the old type of process...
e.g. if I were to wait for my PCC's I would loose the deadline for my NOC.
If everything goes well and they give me PER then my VO will ask for my PCC along with medicals.
And if I had submit them earlier and my application took some months to reach my VO, then they would ask me for new PCC's since my initial ones would have expired. So not submitting them, saved me time and money..  Wink

How to obtain a police certificate
India

Do I need to provide a police certificate when applying for permanent residence?
Yes.

How and where do I obtain one?

Local Requests

For districts other than the Punjab:
Applicants should contact the local Senior Superintendent of Police/ Superintendent of Police/ Commissioner or Deputy Commissioner of Police, the Additional Commissioner of Police, or the Station House Officer (Police clearance certificate issued by the Regional Passport Office are also acceptable.

For residents of the Punjab:
Only the Senior Superintendent of Police or the Regional Passport Office may sign a Police Clearance Certificate.

Non-Resident Requests
Applicants should contact the Indian embassy or consulate.

Before going there, goto

http://passport.gov.in/delhi.html

And print the PCC form and then take the required document to the RPO at R K Puram (Google it) and then go early morning with fee in form of cash I think its 100 INR. Give it in the morning and get it back in evening. Go behind the main building they have windows for it. You do not have to go inside the building for it and do not take a number for it.

Good luck

Just to add to rocky....fee is 300 Rupees.....like he said you can get it in a day...the trick is be there by 8-8:30 Am...stand in the queue.....submit the form....take the slip and come back early at the distribution time so that you are the first or second person while getting it back.....you will have your PCC by afternoon 1-2 PM....yes if there are other family members also who needs PCC then they need to go with you as they return the passport and the certificate to the passport holder only,.....No authority letters......

Cheers
