How to obtain work permit as a visitor in Canada?

I am visitor in Canada and luckily i was offered a job, but i was refused with my application. The consul stated that it should be outside Canada. Any suggestion where can i submit my work permit application?  Or do i need to go back to the Philippines to do it.
Please i need your opinions guys, thanks and God bless

Consul??? Where did you send your initial work permit application. ?How long a stay do you have? Do you have a positive LMO? You can send your application package (LMO, contract/job offer, supporting documents) to the US.
