How to get Client ID/File number for Applicant

I got a client ID for me and and KITS number. I am the sponsor

I want to send some supporting docs to NEW Delhi VO, but what is the fastest way to get a client ID and file number for the applicant.


The approval letter was send to me to sponsor my wife on feb 17, and they said they transfered the file the new delhi office that day. 

Also how long till they get it?

According to Trackitt, it takes about a month in ND and they will request the passport at the same time.
