You need to find an employer in Canada who will apply for an AEO for you.  You can read about how to apply for AEO at http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/supperimm.shtml and you can look for employers on a job website like one of these:

http://www.canadavisa.com/career_zone/canadian-immigration-job-search.htm
http://www.jobbank.gc.ca/
http://www.eluta.ca/
http://www.monster.ca/
http://www.workopolis.com/

It may not be easy to find an employer through the internet and convince them to apply for your AEO but some people have succeeded in it and obviously the chances when you try are better then when you don't.
