You have to apply to a university or college for a specific program. If you are accepted, they will give you an acceptance letter. The application process is slightly different for each university or college - so you'll have to check the web sites of the schools you're interested in to see what the steps are.

Thanks scylla, thank u so much.

but is it the right procedure? 1st do IELTS get IELTS Result, then apply for colleges in a particular programme and if accepted then on the basis of acceptance letter u can apply for a study permit, is it right?
One more question when we are applying to get acceptance letter we need to pay college/university fees? or we should apply it after getting study permit?

Depending on individual situation, if you may need IELTS or an English Proficiency letter work for you. For academic purpose; you must submit following documents (attested & scan)* :

1. All academic documents right from your high school to last institution you attended
2. Application form correctly filled
3. Reference letters*
4. Admin fee - on average $90
5. English proficiency letter or IELTS/TOEFL score

* All universities requires to see attested hard copies of your documents, though some are flexible to see scan copies and make an assessment on that basis until they get hard copies.

Hope this helps
