How to apply Sticker Visa for the passport since I already have the work permit

Hi..
Im here in alberta, I processed my papers in London. The Canadian Embassy in Uk just gave me a letter to show to canada border for them to issue a work permit for me. In my passport there is no Visa. Im planning to go to Philippines, the officers in the immigration told me that I should apply for the sticker visa in canadian embassy in manila once I get there coz if not i will have a trouble going back here. The problem is I dont know the assurance that the embassy in Manila will issue a visa for me, coz i heard that's its a long process in manila, I am worried that if I go there I can't come here. is there a chance that I cant get my Visa since I already have my work permit and how long it will takes. thanks so much.
